ECRP-I: The ‘India COVID-19 Emergency Response and Health System Preparedness Package-I’ (ECRP-I) of Rs.15,000 crore has been approved by the Cabinet on 22nd April 2020 with an objective to prevent, detect and respond to the threat posed by COVID-19. It is 100% centrally funded.
ECRP-II: The Cabinet has also approved the scheme, “India Covid-19 Emergency Response and Health Systems Preparedness Package-II” (ECRP-II) on 08th July 2021 for an amount of Rs.23,123 crore for the F.Y. 2021-22. The scheme aims to accelerate health system preparedness for immediate responsiveness for early prevention, detection and management of COVID-19, with the focus on health infrastructure development including for Pediatric Care and with measurable outcomes.
15th Finance Commission (FC-XV): The Fifteenth Finance Commission (FC-XV) has recommended grants through local governments for specific components of the health sector to the tune of Rs. 70,051 crores and the same have been accepted by the Union Government. These grants for health through Local Governments will be spread over the five-year period from FY 2021-22 to FY 2025-26 and will facilitate strengthening of health system at the grass-root level.
The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY): It aims at correcting regional imbalances in the availability of affordable tertiary healthcare services and to augment facilities for quality medical education in the country. The Scheme has two components, namely, (i) Setting up of All India Institute of Medical Sciences (AIIMS); and (ii) Up-gradation of existing Government Medical Colleges/Institutions (GMCIs). So far setting up of 22 New AIIMS and 75 projects of upgradation of GMCIs have been approved under the Scheme in various phases
Nursing College: Central Government augments the efforts of the State Governments by providing funds for the Upgradation of School of Nursing into College of Nursing under the Central Sector Scheme for Development of Nursing Services. Under the Centrally Sponsored Scheme (CSS) for “Establishment of new Medical College attached with existing district/referral hospital” 157 medical colleges have been approved. Establishment of 157 nursing colleges have been announced in the budget speech 2023-24 in these medical colleges.
Upgradation of existing State Government/Central Government medical colleges to increase MBBS seats in the country: Under the Scheme, an amount of Rs. 171 crores have been released to the State Government till date for increasing 700 MBBS seats in 14 Medical Colleges.

The Ministry of Health & Family Welfare administers Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) which aims at correcting regional imbalances in the availability of affordable tertiary healthcare services and to augment facilities for quality medical education in the country. One of the two component of the scheme, namely, Up-gradation of existing Government Medical Colleges/Institutions (GMCIs) is a Centrally Sponsored Scheme (CSS).
Up-gradation of GMCIs under PMSSY broadly involves construction of Super Specialty Block (SSB) and/or Trauma Centre / or other facilities and/or procurement of medical equipment.
Under the scheme, 75 projects of upgradation of GMCIs have been approved in various phases. Out of those, 64 has been completed and 11 are still ongoing. The State-wise details of the projects completed since 2020 and ongoing projects along with central government share, are as under:

Union Health Ministry also administers two other CSS (CSS) namely, Upgradation of existing State Government/Central Government medical colleges to increase MBBS seats and starting new PG discipline & increase of PG seats in the country. Under the scheme, the funds are provided for civil constructions and procurement of equipment. The fund sharing mechanism between the Centre and State Governments is in the ratio of 90:10 for North Eastern and Special Category States, and 60:40 for others, with the upper ceiling cost pegged at Rs.1.20 crore per seat. As per the guidelines of the Scheme, concerned State/UT is the implementing agency of the project. Under the Scheme, 1762 MBBS seats in 38 Medical Colleges and 2259 PG Seats in 51 Medical Colleges have been approved since 2020-21. Details are as under:

Dr Mansukh Mandaviya, Union Minister for Health and Family Welfare virtually addressed the 37th Board Meeting of Stop TB Partnership today. The Stop TB Partnership is hosted by UNOPS and is a collective force transforming the fight against TB.

Addressing the gathering, Dr Mandaviya said, “TB has been a global health problem for decades now. After two challenging years dominated by disruptions caused by the COVID-19 pandemic, globally we saw a reduction in TB incidence by 8.7% while in India we were able to demonstrate a reduction of 16%, almost double the pace.”
On India’s commitment towards ending TB by 2025, the Union Health Minister said that under the G20 Presidency, India diligently advocated and addressed selected concerns of global importance, which included improving the effectiveness and reach of health services using digital solutions; strengthening cooperation to enhance pharmaceutical development and manufacturing capabilities; and focusing on “One Health” and Anti-Microbial Resistance – all of these having strong resonance with India’s and the world’s fight against TB. “With less than 2 years left for India’s target of 2025, our approach going forward is focusing on prevention, while we saturate coverage of services in the detection and treatment of TB. With our continuous efforts, the number of missing TB cases in India has reduced from 1 million in 2015 to 0.26 million in 2023”, he stated.
Dr Mandaviya highlighted that “with a focused and targeted engagement with the private sector through various interventions, there has been an increase in private sector notification by more than 8 times over the past 9 years.” “In 2023, 0.84 million patients were notified from the private sector which contributed to 33%, highest ever, of total notifications”, he added.

On India’s success in encouraging people’s participation in the End-TB movement, he said, “our approach of Jan Bhagidhari which means people’s participation has shown how the community can help join our fight against TB. The Pradhan Mantri TB Mukt Bharat Abhiyan, the world’s largest crowd-sourcing initiative has been a huge success with over 1,50,000 Ni-kshay Mitra coming forward in a “Whole of Society Approach” to adopt over 1 million TB patients to provide them nutritional and other support they need. He also highlighted the launch of the Viksit Bharat Sankalp Yatra, an outreach activity of the government where TB was among the most important health indicators with more than 38 million individuals screened for TB and had over 1 million referrals for TB testing.
The Union Health Minister also highlighted other initiatives and achievements of the Indian like the launch of the ‘TB Mukt Panchayat’ initiative, securing of over 5 million courses of TB preventive treatment drug, 3HP; and provision of TB services at the community level in over 1.6 lakh Ayushman Arogya Mandirs.

Dr Mandaviya concluded his address by urging all dignitaries to leverage their nations’ collective knowledge and expertise in creating large scale preventive interventions including addressing social determinants and called upon them to urgently come forward to launch TB vaccination to reach the sustainable development goals targets for TB.
In a significant step towards dental healthcare, the Union Minister of Health and Family Welfare Dr. Mansukh Mandaviya inaugurated the new headquarters of the National Dental Commission (NDC) and laid the foundation stones for three Nursing Colleges in Andhra Pradesh and one in Jammu and Kashmir virtually, here today. Additionally, Dr. Mandaviya presided over the MoU between the Dental Council of India and Quality Council of India for the assessment and rating of undergraduate dental colleges and launched the National Dental Register under the National Health Digital Mission. Dr. Mandaviya was joined by Dr. Manik Saha, Chief Minister of Tripura and Shri Manoj Sinha, Lieutenant Governor of Jammu and Kashmir joined virtually.
Dr. Mandaviya stated “the advent of Dental Commission heralds marking a new era in dental education and administration.” He further added “Through the Dental Commission Act, the government has made an effort to make dental education more practical, affordable and bring transparency in the entire system, simultaneously providing patients with affordable and good treatment.” Dr. Mandaviya declared “It is imperative to create awareness regarding oral hygiene enabling us to tap into the immense opportunities in this domain benefitting our nation.” Praising the vision of the Prime Minister, Shri Narendra Modi, Dr. Mandaviya lauded the proactive approach to health underscoring the magnitude of change ushered in for the benefit of all enhancing the accessibility and availability of healthcare services.
Addressing the gathering, the Union Health Minister emphasized with the launch of National Dental Register (NDR) created under One Nation One Register, the people of the country will get the identity and qualification of dentist in a transparent manner. He further added “NDR will provide Unique Identification (DCI ID) to all dentists practicing in India after verification from the respective State Dental Council. The NDR will also help citizens identify dentists verified by state dental councils.”
Highlighting the government's commitment to strengthen the nursing workforce and mitigate healthcare disparities across regions, Dr. Mandaviya stated “this ceremony is a part of government's scheme to establish 157 new nursing colleges co-located with existing medical colleges.” He further added “the advancements made in the sphere of health and medical infrastructure will provide quality and affordable healthcare and open many opportunities in the healthcare sector, vastly benefitting the nation.” He further added “with the increasing demand of trained Indian nurses abroad, the government has incorporated foreign language courses in medical education institutes providing an additional advantage to the students in capturing opportunities abroad citing the example of the foreign language course in Japanese that has been initiated in two of the nursing colleges in Assam.
Shri Manik Saha applauded the transformation taking place in the health sector and stated “the establishment of these institutions will benefit the common man enabling easy accessibility of affordable healthcare services.”
Addressing the gathering, Lieutenant Governor of Jammu and Kashmir, Shri Manoj Sinha, emphasized the pivotal role of nurses in healthcare delivery and stated that the establishment of nursing colleges is a significant step towards building qualified human resources in healthcare, aligning with national mandate for universal healthcare.

Dharamshala Building at AIIMS, Bhubaneshwar – The Dharamshala comprises of 24 number of cabins, 468 beds (2 bedded and 4 bedded rooms) having separate male and female block, canteen, warden room, etc. This building will provide shelter to the needy patients’ attendants.
New Trauma Centre, Bhubaneshwar comprises of consultation rooms, procedure room, MOT, ICU, Wards, Seminar Hall, Cabins, Faculty Room etc.

Elaborating further, Dr. Mandaviya cited that momentous growth in health facilities such as addition of 16 new AIIMS institutes that provide free treatment to the poor as well as the establishment of over 1,60,00 Ayushman Aarogya Mandir that adopt a preventative and holistic approach entailing preventative screening, lifestyle education and wellness components. Expanding the umbrella of health infrastructure, India leverages digital medium to ensure that health services reach the last mile providing connectivity, consultancy to doctors through mediums such as eSanjeevni and Tele-MANAS saving immense time and money of patients.
Dr. Mandaviya emphasized initiatives such as Sickle Cell Elimination Program,TB Free India campaign which has witnessed multitude of TB patients of the country are being adopted by Ni-kshay Mitras are aligned with the goal of achieving Ayushman Bharat.

The Government has increased number of medical colleges and subsequently increased MBBS/PG seats. There is an increase of 82% in medical colleges from 387 before 2014 to 706 as of now. Further, there is an increase of 112% in MBBS seats from 51,348 before 2014 to 1,08,940 as of now, there is also an increase of 127% in PG seats from 31,185 before 2014 to 70,645 as of now.
The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges attached with existing district/referral hospitals with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college with fund sharing between the Centre and State Governments in the ratio of 90:10 for North Eastern and Special Category States and 60:40 for others. State-wise details of 157 Medical Colleges approved under the Centrally Sponsored scheme for ‘Establishment of new medical colleges attached with existing district/referral hospitals’
In addition to this, under the Central Sector Scheme for setting up of new AIIMS, 22 AIIMS have been approved. Undergraduate courses have started in 19 of these.

The government is committed in strengthening the district hospitals under the National Health Mission. Concerted efforts have been taken to improve the performance and quality of services in the district hospital. Some of the pertinent efforts in this direction include:
To strengthen the infrastructure of healthcare facilities apart from NHM are Ayushman Bharat- Health and Wellness Centres (now renamed as Ayushman Arogya Mandir), Emergency COVID Response Package (ECRP) I & II, 15th Finance Commission, Prime Minister - Ayushman Bharat Health Infrastructure Mission (PM-ABHIM).
Efforts are ongoing in developing the capacities of district hospitals as training sites for training nurses, ANMs, paramedics and for providing Diplomate National Board (DNB)/CPS courses for medical officers (MOs).
The government has integrated “Mera Aspataal”, a patient feed-back system in the District Hospitals (DH). To ensure that the services provided through public health facilities are safe, patient-centric and of the assured level of quality, National Quality Assurance Standards (NQAS) certification is actively implemented across public health facilities.
Given that the evaluation of the DH’s performance is dependent on the integrity of data recording and reporting system, efforts have been taken to strengthen the Health Management and Information System (HMIS).
To ensure availability of essential drugs & Diagnostic tests to reduce the Out of Pocket Expenditure (OOPE) of the patients visiting the public health facilities, Government has rolled out the Free Drugs Service Initiative and Free Diagnostics Initiative under National Health Mission (NHM).
Accessibility to specialist care has been further enhanced through tele-consultation platforms like e-Sanjeevani.
HMIS data is used in the assessment of Performance of District Hospitals. Accordingly, based on the data indicators captured in the HMIS, a set of 17 Key Performance indicators have been finalized jointly by NITI Aayog & MoHFW, covering the domains on Structure, Process, Output and Outcome. For the Second round of assessment, the data validation of HMIS-reported data against their corresponding physical records will be done for about 10% of the total District Hospitals.

The Ministry of Health & Family Welfare’s scheme entitled “Scheme for Promotion of Menstrual Hygiene among Adolescent Girls in Rural India” promotes Menstrual Hygiene among adolescent girls in the age group of 10-19 years in rural areas as part of Adolescent Reproductive Sexual Health. As per information provided by States/UTs 3,13,255 Anganwadis and 3,69,461 Schools are implementing the scheme with a view to promote Menstrual Hygiene practices in the rural areas.
The ASHA workers play an instrumental role in promotion of the scheme. They are responsible for distributing the sanitary napkin packs at a subsidized rate of Rs. 6/- for a pack of 6 napkins and arranging monthly meetings with the adolescent girls in their area to deliberate on various health issues including menstrual hygiene management.
Under Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP), Government has launched Jan Aushadhi Suvidha Sanitary Napkins at Rs. 1/- per pad for women to ensure easy availability of the menstrual health services at affordable prices. Awareness generation among adolescent girls in schools about safe and hygienic menstrual health practices are done through the existing service delivery and health promotion mechanisms in schools. Further, IEC and BCC activities are carried out by the States/ UTs to create awareness among the adolescent girls and other stakeholders as per the proposals received in the Programme Implementation Plan (PIPs) of the respective State/ UT under National Health Mission.

Dr. Mansukh Mandaviya, Union Minister of Chemicals and Fertilizers & Health and Family Welfare virtually inaugurated the permanent campus of National Institute of Pharmaceutical Education and Research (NIPER) in Guwahati, Assam today. He also laid the foundation stone of NIPER Hyderabad and NIPER Raebareli. In a significant boost to healthcare infrastructure in the Northeast, Dr Mandaviya dedicated five new facilities in the Regional Institute of Paramedical and Nursing Science (RIPANS) in Aizawl, Mizoram to the nation today. He also laid the foundation stone for over 80 units of health infrastructure in 7 Northeastern states including Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, and Tripura under the Pradhan Mantri – Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) and the National Health Mission (NHM).
Shri Bhagwanth Khuba, Minister of State, Ministry of Chemicals and Fertilisers & New and Renewable Energy; Dr Himanta Biswa Sarma, Chief Minister, Assam; Prof. Manik Saha, Chief Minister, Tripura; Shri Keshab Mahanta, Health Minister, Assam; Smt. Lalrinpuii, Health Minister, Mizoram were among the dignitaries present on the occasion. MPs and MLAs from the Northeast region were also present.

Expressing his elation at the inauguration and foundation stone laying of three NIPERs, Dr Mandaviya said, “as per the vision of Prime Minister Shri Narendra Modi, NIPERs are on the path of making a self-reliant India in the pharmaceutical and MedTech sector by becoming a bridge connecting knowledge, education, research, and business. He further said that “NIPER has become a big name in the field of technical and higher education across the nation with about 8,000 students having graduated and becoming successful in the professional field. NIPER also has more than 380 patents registered in its name.”
The Union Health Minister highlighted “the vision for NIPERs to make a significant contribution to promoting overall human health and well-being in the field of medicine, extending its impact not only nationally but also globally”. He said that NIPER Guwahati, which is spread across many buildings, including around 10 centers of excellence on about 60 acres of land, with a total project cost of Rs. 157 Crores, stands as a testament to the government’s unwavering dedication to a progressive Northeast and unified nation. He also stated that “NIPERs will integrate our research, training and manpower creation, which will enable us to provide a sustainable place for our Pharma Industry at the global level.”
On the priority given by the Union Govt to the development of the Northeast, Dr Mandaviya said that “Prime Minister Shri Narendra Modi showed his commitment towards the Northeast as soon as he assumed power when he said that he will work day and night for the people of North East with the mantra of ‘Act East’ and not ‘Look East’. The Prime Minister brought an ideological change when he termed the remotest village of the country as the first village of the country. Due to this difference in thinking, this sector started getting first priority.” He also highlighted the work done in these areas through schemes like Vibrant Village for the villages in North East and Himalayan regions.
Dr Mandaviya noted that there was a lack of education, health, connectivity and employment in the Northeast. He said that the Union government has continuously worked on all these aspects. “If we talk about health services, by developing institutions like RIMS, RIPANS, NEIGRIHMS and AIIMS Guwahati, opportunities for education, health and employment are being created here, for which earlier people used to migrate from these areas”.

Under the comprehensive initiative of Pradhan Mantri – Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) and NHM, significant strides have been made in advancing healthcare infrastructure in the Northeast. A noteworthy allocation of funds, totaling 404.22 Cr has been spent in dedicating 2 units, foundation stone laying of 49 units and inauguration of 32 units of health infrastructure across the Northeast region. Additionally, a substantial amount of 150 Cr has been earmarked for the dedication of the Super Specialty Block at Assam Medical College to the nation. Furthermore, RIPANS in Aizawl has seen an investment of 127.34 Cr for the dedication of five essential buildings, including a Hospital Block, General Hostel Block, Guest House, Resident Doctors Quarters, and Staff/Nurse Quarters. These efforts have culminated into an impressive grand total of more than 725 Cr allocated across 80 units, symbolizing a significant leap forward in enhancing healthcare infrastructure in the region. These initiatives underscore the commitment towards creating a robust and resilient healthcare system to address the evolving needs of the populace.
“The health facilities that have been created in the 7 states of North East will provide treatment to the people and training and employment to the youth as well as open new doors of progress in these areas”, Dr Mandaviya said. He also applauded Assam for preparing a grid of Cancer Treatment Centers with the help of Tata Memorial Institute along with 14 other cancer institutes, due to which the entire North East is facing huge benefits.

Shri Bhagwanth Khuba highlighted that these new initiatives were in in line with Hon’ble Prime Minister’s vision of “Sabka Sath Sabka Vikas”. He said the Union Govt has given a lot of importance to the health sector in India. He added that NIPERs have contributed to creating a skilled workforce with more than 8000 students passed out since inception. “This pool of skilled manpower will stand as a driving force behind the sector's growth and development”, he stated.
The Union Minister also emphasized on the efforts being undertaken to strengthen India’s dominance in the pharmaceutical sector and reduce its dependence on imported APIs and medical devices. He informed that three bulk drug parks are being created in the country and spoke about the launch of the PLI scheme of the Union Government in the pharma and MedTech sector.
Dr. Himanta Biswa Sarma noted that the excellence achieved in the pharmaceutical domain and inauguration of NIPERs are a testament to the visionary leadership of Prime Minister Shri Narendra Modi. He also stated that the inauguration of NIPER Guwahati signifies the rise of new research possibilities in the pharmaceutical and medical device sector in Assam and the Northeast region.
Prof. Manik Saha highlighted the importance of healthcare infrastructure in Northeast region and reiterated the Modi government’s strong commitment to advancing research and innovation in the pharmaceutical and medical technology sectors. The newly inaugurated infrastructure, he emphasized, will play a pivotal role in catalyzing these advancements, adding substantial value not only to the people of the Northeast region but to the entire nation.

Background:
The five new facilities in RIPANS include a 100-bedded hospital, Guest House, Staff and Nurses Quarters and General Hostel Block. Foundation stone laid for health infrastructure in the 7 Northeast states include Critical Care Blocks (10 units), Integrated Public Health Laboratories (37 units), Block Public Health Units (1 unit) and Ayushman Arogya Mandir (1). The upgradation of Assam Medical College under PMSSY include the addition of a 265-bedded Super Speciality Block and 64 ICU beds and 12 Dialysis beds.
