The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi was apprised of a Memorandum of Understanding (MOU) signed between Indian Council of Medical Research (ICMR), India and the Nepal Health Research Council (NHRC), Nepal in 17 November 2020 and 4 January 2021 respectively.

The objectives of this MOU are collaboration on joint research activities of mutual interest such as cross-border health issues, Ayurveda/traditional medicine and medicinal plants, climate change and health, non-communicable diseases, mental Health, Population based cancer registry, tropical diseases (Vector borne diseases such as Dengue, Chikungunya, malaria, JE etc.), Influenza, Clinical Trial Registry, health research ethics, Capacity building through exchange of knowledge, skills tools and fellows and Collaboration for adoption of tools, guidelines, protocols and best practices related to health research.

Each Party shall fund the components of the research approved under this MoU to be conducted in their country or may apply jointly for third party funding. For the exchange of scientists under approved collaborative projects, the sending Party shall bear the cost of travel of visiting scientists whereas the receiving Party will provide the accommodation and living expenses of the scientist/researcher. Commitment of funds for workshops/meetings and research projects may be decided from time to time as per the funds available at that time. Arrangements to implement and execute all these activities shall be agreed to by the Parties prior to commencement of the activity.

The objective of this MoU is to build on the health research relationship in the topics of mutual research. The main objectives are:

Elimination of infectious diseases (to be decided mutually)

Development of network platform of emerging and viral infections

Training /capacity building in research methodology management, clinical trials, ethics etc.

Harmonization of regulatory mechanism

Commitment of funds for workshops/meetings and research projects will be decided from time to time as per the funds available at that time. The Parties shall establish a Joint Working Group (JWG) consisting of delegates from each organization. JWG sessions shall be held alternatively in India and in Myanmar. The expenses related to travel, including visa entry, accommodation, per diem, health insurance, local transportation of its JWG members, shall be borne by the Sending Party whereas the organizational expenses of the JWG meetings shall be borne by the Host Party.

Dr Harsh Vardhan, Union Minister for Health and Family Welfare addressed a meeting with Ministers of Health of the Shanghai Cooperation Organisation (SCO) countries through video-conference today.

Expressing his delight on meeting Health Ministers of SCO member states, Dr. Harsh Vardhan reminded everyone that it has been more than18 months since COVID-19 was declared a Public Health Emergency of international concern and it has shaken the entire world including the most developed nations.

The Union Health Minister noted that “The pandemic has shown that nobody is safe until all of us are safe. This has also highlighted the need for greater collaboration between countries on various aspects of health. Therefore, it is desirable that we should continue to exchange our experiences, learnings, best practices as well as innovations to strengthen our public health systems.”

He added that global crisis is further compounded by these ever-evolving new variants of the Corona-virus and that risk management and mitigation are required along with continued strengthening of global partnerships besides prioritization of investment in public health. “We need to conquer the adversary with collaborations and by supplementing each other’s capacities, by pooling our resources and through enhanced technical support,” he stated.

Dr. Harsh Vardhan observed that this Pandemic has dealt a profound blow to the SCO member states on the health and economic fronts, leading to an extraordinarily high cost of the economy & at the cost of precious human lives. He said, “One of the areas of strategic importance in COVID19 disease mitigation is the safeguarding of the health interests of the global community which is possible only with well- qualified, trained and motivated healthcare professionals supported by a robust policy framework. India believes that besides bilateral discussions on the issue, a multilateral approach which would create an institutional framework for mobility of health workers is the need of the hour. For example, India is currently collaborating with Japan and discussing with the United Kingdom & other countries from the EU regarding a nursing service exchange programme.”

The need for collectively addressing methods to mitigate the global health risk and emerging threats using the ‘One Health’ approach was stressed upon. Dr. Harsh Vardhan stated, “India has started the “Institute for One Health of International Standard” which may be leveraged to have a One Health International Hub in India which will address existing or potential risks which originate through the interface of animal-human systems.”

Assuring them that India is working extensively to increase core capacities to manage the present situation and ensure long-term interventions for mitigating any such future crisis, Dr. Harsh Vardhan said, “India - like many other countries - believes that there is an urgent need for carrying out major reforms in the World Health Organisation so that we can ensure timely, focused and effective responses for potential future pandemics.”

He hoped that, inter alia, the work of the Independent Panel for Pandemic Preparedness and Response, the Independent Oversight and Advisory Committee; as well as the International Health Regulations Review Committees under the WHO Health Emergencies Program will be crucial in steering a direction to achieve the much-needed multilateral cooperation in the field of global health.

Dr. Harsh Vardhan also informed his audience how India has utilized digital technologies extensively for inventory management and timely distribution of COVID vaccines. India had also launched the ‘Vaccine Maitri’ to provide vaccines to partner countries.

He also emphasized how the Indian traditional system of medicine has contributed substantially in boosting the immunity of the general population during COVID-19: “It is important that such rich traditional knowledge of medicines and treatment needs to be integrated into the modern healthcare system through investments at different levels not only as a response to COVID-19 but also to enhance the public health system. Under the able leadership of our Hon’ble Prime Minister Shri Narendra Modi, India had proposed the setting up of an Expert Working Group on Traditional Medicine under the existing institutional framework of the Shanghai Cooperation Organisation. A Draft to this effect was also circulated last year. I take this opportunity to propose that we should hold a meeting soon to discuss and finalize the modalities of the Expert Working Group. This should be done on a war footing so that we may set up the expert group much ahead of the meeting next year.”

He concluded his speech by reminding his audience of the centuries old historic linkages between the SCO nations connected by geography and enriched by links of culture, cuisine and commerce: “I call upon all of you today to remind each other of this bedrock of our modern-day relationship. It is for the sake of this ages-old friendship that we all must stand together and work for each other’s betterment and for the betterment of the SCO region. Only shared responsibilities and shared idealism will help us achieve these shared goals.”

The Union Government is committed to accelerating the pace and expanding the scope of COVID-19 vaccination throughout the country. The new phase of universalization of COVID-19 vaccination commenced from 21st June 2021. The vaccination drive has been ramped up through availability of more vaccines, advance visibility of vaccine availability to States and UTs for enabling better planning by them, and streamlining the vaccine supply chain.

As part of the nationwide vaccination drive, Government of India has been supporting the States and UTs by providing them COVID Vaccines free of cost. In the new phase of the universalisation of the COVID19 vaccination drive, the Union Government will procure and supply (free of cost) 75% of the vaccines being produced by the vaccine manufacturers in the country to States and UTs.

More than 31.83 crore (31,83,36,450) vaccine doses have been provided by Government of India to States/UTs so far, through Government of India (free of cost channel) and through direct state procurement category.

Of this, the total consumption, including wastages is 31,04,91,565 doses (as per data available at 8 AM today).

More than 78 lakh (78,44,885) balance and unutilized COVID Vaccine doses are still available with the States/UTs to be administered.

Furthermore, more than 15,18,560 vaccine doses are in the pipeline and will be received by the States/UTs within the next 3 days.

India’s Active Caseload has now reduced to 23,43,152. Active Cases have decreased since its last peak on 10th May 2021.

A net decline of 76,755 is witnessed in the last 24 hours and active cases are now only 8.50%of the country's total Positive Cases.

UAs part of continued decline in the daily new cases, the country has recorded less than 3 lakh Daily New Cases for the twelve consecutive days now.

A total of 20,70,508 tests were conducted in the last 24 hours in the country and cumulatively India has conducted 33.90 crore tests so far.

While on one side testing has been enhanced across the country, a continued decline in weekly case positivity is noticed. Weekly Positivity Rate is currently at 10.42% while the Daily Positivity rate has reduced and is at 9.00% today. It has remained less than 10% for 4 consecutive days now.

20.57 Cr cumulative number of COVID-19 vaccine doses have been administered in the country as on today as part of Nationwide Covid-19 Vaccination Drive. India is the second country after the US to achieve the vaccination landmark of 20 Crore.

A total of 20,57,20,660 vaccine doses have been administered through 29,38,367sessions, as per the provisional report till 7 am today.

These include :

The government has increased the number of Medical Colleges, Under Graduate (UG) and Post Graduate (PG) seats. There is an increase in Medical Colleges from 387 to 780; UG seats from 51,348 to 1,15,900 and PG seats from 31,185 to 74,306 from 2014 till date.

As per information provided by National Medical Commission (NMC), there are 13,86,157 registered allopathic doctors. According to the Ministry of AYUSH, there are 7,51,768 registered practitioners in the AYUSH system of medicine. Assuming that 80% of registered practitioners in both the allopathic and AYUSH systems are available, the doctor-population ratio in the country is estimated to be 1:811.

The Guidelines for Undergraduate Courses, as outlined in the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations 2023 (MSR-2023), specifies the minimum infrastructure and faculty requirements based on student intake.

To address geographic and regional disparities, the Government is implementing following schemes with preference to underserved areas and aspirational districts:

As part of the nationwide vaccination drive, Government of India has been supporting the States and UTs by providing them COVID Vaccines free of cost. In the new phase of the universalisation of the COVID19 vaccination drive, the Union Government will procure and supply (free of cost) 75% of the vaccines being produced by the vaccine manufacturers in the country to States and UTs.

More than 29.68 crore (29,68,27,450) vaccine doses have been provided to States/UTs so far, through Government of India (free of cost channel) and through direct state procurement category.

Of this, the total consumption, including wastages is 27,76,26,985 doses (as per data available at 8 AM today).

More than 1.92 crore (1,92,00,465) COVID Vaccine doses are still available with the States/UTs to be administered.

Furthermore, more than 39,07,310 vaccine doses are in the pipeline and will be received by the States/UTs within the next 3 days.

Union Minister for Chemicals and Fertilizers, Shri D.V Sadananda Gowda announced that an additional 61,120 vials of Liposomal Amphotericin-B, used in the treatment for Mucormycosis have been allocated to all States/UTs and Central Institutions today.

The Minister also informed that, so far, approximately 7.9 Lakh vials have been allocated across the country, maintaining an adequate availability to patients of Mucormycosis.

In a milestone achievement, India’s cumulative vaccination coverage has exceeded 30 Crores yesterday. A total of 30,16,26,028 vaccine doses have been administered through 40,45,516 sessions, as per the provisional report till 7 am today. 64,89,599 vaccine doses were administered in the last 24 hours.

India has reported 54,069 new cases in the last 24 hours.

Less than 1 lakh Daily New Cases have been reported for 17 continuous days now. This is a result of sustained and collaborative efforts by the Centre and the States/UTs.

India has also been witnessing a continuous fall in the active caseload. The country’s Active Caseload today stands at 6,27,057 today.

A net decline of 16,137 is witnessed in the last 24 hours and active cases are now only 2.08% of the country's total Positive Cases.

As more people are getting recovered from COVID-19 infection, India’s Daily Recoveries continue to outnumber the Daily New Cases for 42 consecutive days now. 68,885 recoveries were registered in the last 24 hours.

More than14,000 (14,816) recoveries were reported during the last 24 hours as compared to the daily new cases.
